Should be fine if you don't have the legendary cloak on your character, but the AoE the legendary provides invaluable. Its one of the most valuable items in the entire equipment set.
Difficulty doesn't matter, the downscaling follows the same rules as the up (or down)scaling due to difficulties so it all cancels out in the end.
Oathbinder is close but not quite better unless you don't have access to all the legendary stuff.

Mighty Agility, the enchant wasn't showing in the tooltip in the OP for some reason, not sure if its fixed now or what. If you're enchanting & gemming there definitely should be an increase, although you might not be able to notice it very easily since timewalking dungeons aren't a very controlled environment. Also if you're breaking set bonuses to put on the new chest you might want to hold off on that until you've got all the set-slot pieces.

Ironically that's there more of a coincidence than on purpose, but yeah its better I'm pretty sure. The legendary ring effect scales by item level so when it gets scaled down to the timewalking item levels it doesn't really do anything, so the agi buff is a lot better.
