It's more likely they just forgot to put it in the patch notes than they changed it without saying anything. There's a ton of other things missing or inaccurate in the patch notes.

Rip is still doing 1713+0.242*AP per tick (before mastery) at 5 CP; the buff didn't make it live.

Trying to link to the official confirmation apparently caused the forum to automatically remove my earlier post, but yes, the buff was reverted -- rip is doing the same damage now that it did before the patch. Confirmation that this is intended is on Rygarius's twitter.

While I would have liked to have the buff I still don't feel totally gimped. The only things that blew me away on Jinrok were the Rogue and DK. I was right next to or ahead of everything else. The rogue, however, was way too far ahead of the rest of us (we both ranked similarly but he had me by over 40k dps). That said on Horridon and Council I almost never even go to rip so I'm not much missing it. Thrash and rake spam is ugly and not fun ... really wish we had a better AoE mechanism. On the other hand our interrupt is invaluable on Horridon thanks to the charge.
