Also notice that in the Patch notes they mention that the buffs are to counter not only the Strength Nerf, but also the scaling issues.

I know the differences in gear and scaling. I'm talking about intent of Blizzard. I'll repeat the most important line:

So they boosted to compensate for STR changes and NOT to buff. But MEW and other analysis shows a clear buff. If a buff was NOT intended but the numbers end up showing a buff can we expect a nerf from Blizzard?We boosted Feral damage to compensate for their losing the attack power from Strength. Net DPS shouldn’t change much overall, though burst may be slightly higher. (We didn’t want to buff bleeds since that was a problem before in PvP.)

They probably prepared that line before the latest round of buffs (to rake and savage roar) was implemented.

Cat Form's scaling rate from gear upgrades was slower than other classes, which was causing them to fall behind in damage with higher item levels

if dps scale was "slower", and fixed, that results in a buff relative to gear.

Rake is giving just 1 CP irregardless of whether or not the "instant" damage crits or not. The "instant" damage is also... not instant and is in fact quite delayed.
Upsides? It's effected by DI and mastery as expected. So a bit of a mixed bag of shite really...

I was noticing this last night on Staghelm. I thought it was bugged out for me. Yep, it's listed in the latest hotfix notes. Apparently Rake wasn't activating Primal Fury, which is why it was only giving the 1 combo point even on a crit.

Jumped from 16.5 to 18k with T12 chest and boots and all the other available 365 items plus avengers cloak and belt. As I take a closer look at the damage, I notice an increase in FB's contribution as rising crit chance encourages me to use FB outside Berserk if TF is close to refreshing and Rip had just been applied. Shred has actually managed to drop slighty. Bleeds are also down, likely to the bad secondary stats on new gear costing me a full 2 points of mastery. Melee went up but only very slightly. It's a full 20% of my dps now. Mangle is obviously down. Overall Rip took the biggest fall and FB came up the most.
